harvesters are slightly buggy as i have found out. sometimes when the server goes down your harvester may or may not lose track of the resource its supposed to be harvesting and empty the hopper of any gathered resources

Yeah maybe that's the reason all of mine ones were empty which annoyed the hell out of me so I destroyed them
